Shelby played a key role in converting multiple retail units within the Spindles Shopping Centre into a modern, open-plan office space for Oldham Council. Acting as Project Manager, Shelby addressed complex challenges including asbestos management, structural modifications, utilities capacity, acoustic performance and compliance with current building regulations and fire safety standards. Risk Management Plans were developed in line with ISO 45001 to ensure safe delivery.
Operating within a live shopping centre, Shelby carefully coordinated works to minimise disruption, with noisy activities scheduled outside trading hours to maintain uninterrupted retail operations.
The project was successfully delivered as a high-quality, flexible workspace for council staff, while supporting the wider commercial regeneration of the town centre.
