Phil has more than 15 years’ experience as an MRICS qualified construction professional, specialising in project management, programme management, employers’ agent roles and quantity surveying.

Phil has managed several key client accounts within a variety of construction sectors, and successfully balanced this alongside delivering projects on the ground. He has been personally responsible for the successful delivery of new builds, extensions and refurbishment roll-out programmes on behalf of high-end retail operators.  His chartered quantity surveying background enables him to visualise and unlock the value in every investment opportunity.

Phil’s primary objective is always to maintain the client brief and look for practical opportunities to enhance the value credentials of any project. He has retained repeat business due to his effective communication and engagement with all clients.

Phil operated as a Head of Department for a major UK retailer and led directly-employed project managers.

He enjoys working across a range of industry sectors and is experienced in retail, leisure, defence, commercial and residential.

Steve Tighe
Managing Director

Steve is an experienced project and programme director and leads major retail accounts for Shelby Group.

Steve has been involved in a wide range of private sector consultancy projects including new builds, and refurbishments and extensions of existing properties. He has extensive experience of all stages of the project life-cycle, from brief implementation to completion and building operation.

His knowledge of supply chain management and framework delivery strategy ensures that the whole delivery process is effectively coordinated, resulting in consistently high standards of work. Steve’s quantity surveying background also equips him to unlock the maximum value in every type of scheme.

Steve is proficient in managing specialist and challenging retail projects, including large multi-store rollout projects to demanding timescales. He also has considerable experience of delivering major new build investment programmes.

Steve was the programme lead on a challenging acquisition rollout of 120 projects with an approximate investment value of £90m.

He has an excellent reputation for surpassing client expectations and providing a reliable service. Steve was presented with the Asda Mindstep Award in 2011 following the successful conversion of 147 acquisition stores within nine months and below CAPEX value.

Dawn Taylor
Finance and Marketing Director

Dawn is entirely responsible for managing the company’s finance and marketing activities. Following an extensive career in journalism and marketing, Dawn is perfectly skilled to shout about all of Shelby Group’s great work and social endeavours.

Dawn joined in the early days of Shelby Group and has made fantastic progress in terms of putting the company on the map and supporting the team to build relationships with key clients and suppliers. Her commitment to detail and organisation are a valuable asset to the business, ensuring that the technical team can focus on its primary objectives.

One of Dawn’s key responsibilities is to generate and update all of Shelby Group’s social media content, posting on Twitter, Facebook and LinkedIn. She looks after the website content to ensure that all outgoing material is current and interesting.

Aside from her marketing role, Dawn is also responsible for overseeing the company’s financial performance, human resources, administration and communications.

Paul Hepburn
Senior Project Manager

Paul is an energetic, enthusiastic and self-disciplined Project Manager. He works across the retail, hospitality and leisure sectors. He is apt at working under pressure and succeeding within challenging environments.

Paul is working for Shelby Group on rebranding Co-operative stores and refits to existing food stores within Scotland. He is a key part of the Shelby team, and an extremely trusted professional in his field of expertise.

Rob Russen
Project Manager

Rob is Shelby Group’s asset in the south east of England. He works on refits and refurbishments for The Co-operative Group’s Estates department.

Rob has more than 20 years’ experience of working within the construction industry, in a variety of roles. As a Contracts Manager, he became adept at working on multiple contracts and projects at the same time. He has successfully managed projects for an extensive list of clients, which includes The National Trust, Essex County Council and Suffolk Constabulary.
